In July, The Federal Communications Commission (FCC) held an open meeting to discuss modernizing the Schools and Libraries Program of the Universal Service Fund, better known to the rest of us as E-Rate. During that meeting, the gathered commissioners voted to release a Notice of Proposed Rulemaking (NPRM), which launched “a thorough review and update of the E-Rate program” and opened a public discussion of E-Rate policies and procedures.
